Division 25 · TEQ · Final Technical-Quality Gate

Test Equipment, Calibration & Engineering Quality

Every division before this one produces a result. Division 25 asks whether that result can be trusted — was the instrument correctly identified, in calibration, and appropriate for the method used; was the acceptance limit traceable to an approved basis; was the record reviewed. It is deliberately positioned as the final technical-quality division of the framework, because the validity of every preceding test in Divisions 01–24 depends on the reliability of the test equipment, the suitability of the test method, and the quality of the recorded measurement behind it.

Governing Principle: a test result is only as reliable as the test method, test equipment, calibration status, measurement conditions, and technical review supporting that result. Division 25 does not repeat the performance tests of earlier divisions — it audits the instruments, calibration status, and review process that stand behind them.

Engineering Quality Principles

Eight principles run underneath every topic in this division — they are what the checklists above exist to enforce.

1

Measurement Traceability

Every critical result should be traceable to the instrument and calibration status.

2

Method Validity

A technically inappropriate test method cannot produce a reliable acceptance decision merely because the instrument is calibrated.

3

Acceptance-Basis Control

Acceptance limits must come from the applicable approved technical basis.

4

Raw Data Preservation

Where practical, retain the original measurement data supporting the final report.

5

Independent Review

Critical results should receive appropriate technical review.

6

Out-of-Calibration Control

Results potentially affected by invalid equipment must be identified and technically assessed.

7

Revision Control

Only the approved/current test procedure should be used.

8

Evidence-Based Acceptance

A Pass/Fail decision should be supported by identifiable technical evidence.

Out-of-Calibration Response Flow

When an instrument is discovered out of calibration mid-project, the same nine-step sequence applies regardless of which division's test it affects.

1
Identify

Determine which instrument is out of calibration.

2
Remove From Service

Stop use of the instrument immediately.

3
Identify Affected Tests

Determine which tests and dates used the instrument.

4
Review History

Check the calibration history and prior due dates.

5

6
Technical Assessment

Formally review the affected results.

7
Retest

Retest where required and update results.

8

Q1What is Division 25 — Test Equipment, Calibration & Engineering Quality in the AGL Testing & Commissioning Manual?

Division 25 of the AGL Testing & Commissioning Manual covers Test Equipment, Calibration & Engineering Quality.
