The gate that sits between "installed" and "ready to test." Division 01 does not test performance — it verifies that everything a test depends on is actually in place: the right equipment, correctly identified and rated; cables run, terminated, and connected as designed; fixtures mounted, aligned, and torqued; earthing, control wiring, and panels installed to drawing; documentation, calibrated test equipment, and safety authorization all in hand — before a single circuit is energized.
Philosophy: pre-commissioning verification asks one question of every item in the system — is this ready to be tested? — not whether it performs to specification (that's Divisions 02–20) and not whether it's in acceptable physical condition after years in service (that's the Inspection Handbook). A clean pre-commissioning verification record is the entry ticket to energization; an open item here becomes a hold point until it's closed.
Every topic in this division follows the same underlying sequence, whatever the asset or system — and is checked against the same four readiness domains before it's signed off.
Division 01 runs as a staged gate rather than a single pass — each stage below builds on the one before it, and the division closes only once every stage is signed off.
| Stage | What It Confirms |
|---|---|
| Readiness Review | The installation is substantially complete and ready to enter formal pre-commissioning |
| Equipment & Identification | The right equipment, correctly tagged, rated, and matching the approved schedule, has been installed |
| Cable & Connector | Every cable is identified, routed, terminated, and connected as designed |
| Mechanical & Fixture | Fixtures, base cans, and mechanical fixings are installed, aligned, and torqued to specification |
| Transformer, Earthing & Control | Isolation transformers, earthing, control wiring, and panels are installed correctly |
| Drawing & Documentation | As-built records match the field, and the documentation package is complete |
| Test Equipment & Calibration | Instruments needed for testing are on hand, functional, and in calibration |
| Safety & Permit | Isolation, LOTO, and work-permit requirements are established before energization |
| Final Sign-Off | The consolidated checklist, punch-list, and energization authorization close the division |
Two requirement groups should be closed out before the division-01 team starts working through the topic list.

Readiness Criteria: installation is substantially complete, documentation is available, and there is no known reason the system cannot proceed into formal pre-commissioning verification.
Readiness Criteria: every item on the approved equipment and circuit schedule is accounted for on site, with any gap formally logged as an open item.
Readiness Criteria: every item of equipment is correctly identified, labelled, located, and traceable to an approved schedule entry.
Readiness Criteria: every cable in the installation is uniquely identified, matches the cable schedule, and is consistently marked at both ends.
Readiness Criteria: the installed cable route matches the approved drawing, with any deviation formally recorded and approved.
Readiness Criteria: every termination matches the schematic, is mechanically secure, correctly identified, and sealed against ingress.
Readiness Criteria: mechanical installation is secure, correctly located, and free of interference, with mounting hardware matching specification.
Readiness Criteria: the fixture is correctly seated, fully fastened, and stable at the correct height for its location.
Readiness Criteria: orientation and elevation are within the design tolerance and recorded, ready for photometric confirmation under Division 16.
Readiness Criteria: torque-critical fasteners are verified against specification using calibrated equipment, with readings recorded.
Readiness Criteria: the base can is correctly set, sealed, drained, and ready to receive its fixture without trapped moisture.
Readiness Criteria: the correct-rated transformer is installed, connected per schematic, sealed, and undamaged.
Readiness Criteria: earthing and bonding connections are installed at every required point, mechanically secure, and ready for continuity/resistance testing under Division 13.
Readiness Criteria: control wiring is complete, correctly identified, segregated where required, and matches the control schematic.
Readiness Criteria: the panel/CCR is correctly installed, terminated, labelled, sealed, and earthed, with a complete circuit directory.
Readiness Criteria: as-built documentation accurately reflects the field installation, with all deviations formally captured and approved.
Readiness Criteria: the complete documentation package needed to run and record formal testing is assembled, current, and accessible.
Readiness Criteria: all test equipment required by the test plan is present, functional, and appropriate for the tests to be performed.
Readiness Criteria: a documented risk assessment, adequate PPE, and communication arrangements are all in place before energization proceeds.
Readiness Criteria: every checklist line is closed, N/A, or captured as a tracked open item, with supporting evidence attached and signed off.
Readiness Criteria: no safety-critical or test-blocking punch-list item remains open; any accepted residual item is documented with owner and target date.
Readiness Criteria: a named, documented authorization to energize is on record before power is applied — this closes Division 01 and hands the system into Division 02 electrical testing.
When verification finds a deviation mid-check, the same sequence applies across every topic in this division.
Determine exactly what deviates from drawing or specification.
Safety-critical / test-blocking / minor.
Can testing proceed around it, or does it block energization?
Add to the punch-list with owner and target date.
Rectify or formally accept as a residual item.
Confirm closure against the same criteria.
Update the checklist and punch-list before sign-off.
Unresolved test-blocking items withhold energization authorization.
Quick answers about pre-commissioning verification in the AGL Testing & Commissioning Manual.
Division 01 is the readiness-to-test gate that sits between “installed” and “ready to test.” It does not test performance. It verifies that everything a test depends on is in place: the right equipment, cables terminated as designed, fixtures mounted and aligned, earthing, control wiring and panels installed to drawing, and documentation, instruments and safety arrangements ready. The division contains 27 topics (TC-PCV-001 to TC-PCV-027) in nine verification groups, A to I.
Pre-commissioning verification asks one question of every item: is this ready to be tested? It does not ask whether the item performs to specification, which is covered by Divisions 02–20, and it does not assess physical condition after years in service, which belongs to the Inspection Handbook.
Every topic follows the same six steps: review the drawing or specification, inspect the installed state, compare against the requirement, identify any deviation, close it or add it to the punch-list, and record and sign off. Each item is checked against four readiness domains: physical/mechanical, electrical, documentation, and safety and authorization.
Division 01 runs as nine staged checks: readiness review, equipment and identification, cable and connector, mechanical and fixture, transformer, earthing and control, drawing and documentation, test equipment and calibration, safety and permit, and final sign-off. The division closes only once every stage is signed off.
The reference package should be available: approved-for-construction drawings and circuit schedules, the equipment schedule with datasheets and nameplate ratings, cable and termination schedules, manufacturer or design torque and alignment specifications, and previous inspection and snag records. Safety and access must also be arranged: the circuit de-energized and isolated, airside access and escort requirements, PPE, FOD control and pit or excavation precautions. “Installed” should never be assumed to mean “safe,” so isolation is verified independently.
Cable identification is checked against the cable schedule, and the installed route is compared with the design or as-built drawing, including burial depth and separation from other services. Terminations are checked for the correct terminal, conductor preparation, lug or ferrule size, mechanical security and correct polarity. Connectors must be the correct type, fully mated and locked, with properly formed joints. These checks are covered by topics TC-PCV-006 to TC-PCV-009.
The fixture type must match the schedule for its location, sit correctly on the base can or mounting stake, and have every fastener fitted. Alignment is checked against the design bearing and elevation, and torque-critical fasteners are checked with a calibrated torque wrench. Base cans are checked for depth, level, drainage and sealed cable entries. These checks are covered by topics TC-PCV-010 to TC-PCV-014.
Isolation transformers are checked for type, rating, position and correct primary and secondary connections. Earthing checks cover conductor size, connections at all required points, electrodes and bonding to the earth grid. Control wiring is verified point to point against the control schematic, and panels are checked for location, terminations, protective device ratings and enclosure IP integrity. These checks are covered by topics TC-PCV-015 to TC-PCV-018.
Test results are only valid if the instruments are. Division 01 confirms that the test-equipment list matches the commissioning test plan and that each instrument is available and undamaged. Each instrument must also have a current, traceable calibration certificate that has not lapsed, covers the test period, matches the instrument’s serial number and was issued by an accredited or approved laboratory.
The same eight steps apply to every topic: identify the deviation, classify it as safety-critical, test-blocking or minor, assess its impact, log it on the punch-list with an owner and target date, correct it or formally accept it as a residual item, re-verify against the same criteria, and record the outcome. Unresolved test-blocking items withhold energization authorization.
Before energization, all preceding groups must be closed or formally accepted with open items, and the pre-commissioning checklist and punch-list must be signed off. ATC or airport operations must be notified of the energization and testing window, personnel must be clear of hazard areas with the work area secured, and formal, named authorization must be obtained (TC-PCV-027). Permit and LOTO readiness (TC-PCV-024) must already be in place.
