Technical Control — Test methods, acceptance criteria, test voltages, measurement locations, instrument requirements and photometric limits shall be taken from the approved project specifications, applicable ICAO/FAA/DGCA requirements, relevant IS/IEC standards, equipment manufacturer's instructions and approved airport maintenance procedures. Do not use a generic numerical acceptance value where the applicable standard or approved design specifies a different criterion.

D. Common Testing Failures to Monitor

The following conditions should be specifically monitored during Division 17 testing:

  1. Testing Without Correct Isolation — Can expose personnel or equipment to hazardous energy.
  2. Insulation Testing With Electronics Connected — Can damage controllers, drivers, communication interfaces and electronic modules.
  3. Incorrect Earth Resistance Method — Parallel earth paths can produce misleading measurements.
  4. Wrong CCR Operating Step — Photometric measurements taken at the wrong intensity setting can produce invalid conclusions.
  5. Incorrect Photometry Geometry — Even a calibrated instrument can produce unreliable results if distance, height, orientation or reference geometry is wrong.
  6. Expired Calibration — Measurements may not be technically defensible if the instrument's calibration status is invalid.
  7. One-Point Photometry — One intensity measurement cannot necessarily establish full compliance with an applicable photometric distribution requirement.
  8. Ignoring Chromaticity — A light may appear visually acceptable while its measured chromaticity falls outside the applicable requirement.
  9. Testing Without Traceability — A result without Equipment ID + Location + Instrument + Date + Test Method + Acceptance Criterion has limited engineering value.
  10. No Retest After Repair — A repaired component should not automatically be considered compliant without the required verification.

Division 17 — Required Records

The AGL testing organization should maintain, as applicable, a Master Test Record covering:

  • Insulation Resistance
  • Continuity
  • Earth Resistance
  • Earth Continuity
  • Cable

  • Corrective Action/Retest Reference

Division 17 — AGL Testing Golden Rule

“A test result is meaningful only when the equipment, test method, instrument, calibration status, test condition, measurement geometry and acceptance criterion are all controlled and traceable. AGL testing shall progress from electrical integrity → equipment performance → control response → field operation → photometric performance → integrated system verification.”

Division 17 — SOP Approval Principle

Test methods, acceptance criteria, test voltages, measurement locations, instrument requirements and photometric limits shall be taken from the approved project specifications, applicable ICAO/FAA/DGCA requirements, relevant IS/IEC standards, equipment manufacturer's instructions and approved airport maintenance procedures.

Generic numerical acceptance values shall not be substituted where the applicable standard or approved design specifies a different criterion — approved project specifications and applicable standards shall always take precedence.

Reference Basis

Technical references behind the procedures in this division:

  • ICAO Annex 14, Vol. I — Aerodrome Design and Operations, Appendix 1 (colours) and Appendix 2 (light characteristics) — colour and intensity criteria against which measurements are assessed.
  • ICAO Doc 9157, Aerodrome Design Manual, Part 4 — photometric measurement guidance.
  • FAA AC 150/5345-46, AC 150/5345-28 and AC 150/5345-44 — equipment photometric requirements.
  • FAA AC 150/5340-26 and IEC 61821 — maintenance testing of series circuits.
  • CIE 121 and CIE 15 — photometry and goniophotometry; colorimetry.
  • IEC 61557 series and IEC 60364-6 — insulation, continuity and earth-resistance test equipment; verification of installations.
  • ISO/IEC 17025 — competence and traceability of calibration and test laboratories.
  • FAA AC 150/5345-53 — certified equipment.

References are given at document or chapter level for technical orientation. Confirm the current edition, amendments and national adoption (for example DGCA CAR Section 4, FAA Advisory Circulars or EASA material) for each project. Approved project specifications, manufacturer instructions and the airport's own procedures take precedence, as stated in the precedence note above.

Frequently Asked Questions

Quick answers about Testing & Photometry SOPs in the AGL SOP Library.

Q1What is Division 17 — Testing & Photometry SOPs?

Division 17 is a set of 27 procedures (SOP-341 to SOP-367, Rev 0) for AGL electrical testing, cable and transformer testing, CCR input, output, current and voltage testing, and functional testing of runway, taxiway, approach, PAPI and signage circuits. It also covers photometric testing (intensity, beam alignment, chromaticity), instrumentation, calibration verification, test reporting and integrated AGL system testing.

Q2Where do test methods and acceptance criteria come from?

The approved project specifications, applicable ICAO, FAA and DGCA requirements, relevant IS/IEC standards, manufacturer's instructions and approved airport maintenance procedures. A generic numerical acceptance value must not be used where the applicable standard or approved design specifies a different criterion.

Q3What must be in place before an insulation resistance test?

An approved test procedure, circuit identification, electrical isolation and LOTO, equipment disconnected or protected where required, a calibrated insulation tester, the correct test voltage, identified test points and protection for sensitive electronic equipment (SOP-341). The circuit is proved dead before testing begins.

Q4What does photometric testing involve?

SOP-360 measures the photometric performance of AGL light sources such as runway, taxiway and approach lights, PAPI and signs where applicable. Before testing, verify the approved method, applicable standard, test geometry, instrument and its calibration status, ambient conditions, fixture condition, CCR setting and test location. Then set the approved CCR intensity, position the instrument and record the measurements.

Q5Is a valid calibration certificate enough before using a photometric instrument?

No. Calibration validity and pre-use verification are different controls (SOP-365). Check the instrument ID, certificate, calibration and due dates, measurement range and detector condition, perform a pre-use reference check if required, and remove the instrument from service if calibration is expired or questionable.

Q6What does integrated AGL system testing cover?

SOP-367 verifies the complete chain from incoming supply and CCR through series circuits, cables, transformers, secondary circuits and earthing to the control scope (ALCMS, PLC, HMI, remote control and communication) and the field equipment. Performance checks include operation, intensity, alignment, chromaticity where applicable, alarm response and feedback.
