Stop Bar & Runway Guard Light Inspection

A standardized methodology for stop bars and runway guard lights (RGLs), including fixture condition, alignment, illumination/flash characteristics, mounting, cable and connector condition, environmental exposure, visibility, and associated base/civil interfaces. Covers stop-bar lights, runway guard lights, associated fixtures, mounting arrangements, bases/base cans, cable entries, connectors, electrical interfaces, flashing operation where applicable, visibility, environmental condition, and mechanical damage.

Critical operational control — Stop bars and runway guard lights are closely associated with runway incursion prevention. Inspection should verify not only physical condition but also correct operational status, visibility, alignment, and — where applicable — flashing characteristics and control/feedback response. The critical chain is Correct Location → Correct Alignment → Correct Optical Condition → Correct Operation → Correct Visibility → Correct Control/Feedback. For flashing RGL installations: Command/Control → Flashing Generation → Correct Flash Characteristic → Field Light Response → Operator/ALCMS Feedback. Any abnormality in flashing operation, alignment, visibility, or control response should be treated as potentially significant, as these lights form part of the runway incursion prevention visual aid system.

Quick Reference

Stop bars and runway guard lights are part of the runway lighting system, so runway-level inspection questions apply to them. Ordinary runway edge and centreline fixtures are covered in Division 02. Airport procedures decide when and how each inspection is carried out, including coordination with airport operations and ATC, and acceptance criteria come from the approved design and current standard.

Runway lighting inspection checklist

A runway lighting inspection checklist for stop bar and RGL work uses the standard parameters in this division: location, fixture condition, alignment, orientation, illumination, colour, visibility, flashing and flash pattern (RGL), mounting and bolts, base or base can, frangible component, cable entry, cable, connector and sealing, moisture, corrosion, mechanical damage, environmental condition, control/feedback, alarm and defect status.

Runway lighting day inspection

A runway lighting day inspection concentrates on what is easiest to judge in daylight: location, fixture and housing condition, lens and optical cleanliness, mounting and bolts, base, frangible components, cable entry, connector sealing, moisture, corrosion, mechanical damage and environmental condition. Flashing, colour and visibility are hard to judge in daylight, so they are normally confirmed in a night inspection.

Runway lighting night inspection

A runway lighting night inspection concentrates on what can only be seen when the lights are on and the surroundings are dark: illumination, colour, visibility, brightness consistency between neighbouring fixtures, flashing and flash pattern for RGL, alignment as seen from the approach direction, and control/feedback and alarm response.

Frequently Asked Questions

Quick answers about stop bar & rgl inspection in the AGL Inspection Handbook.

Q1What is Division 16 — Stop Bar & Runway Guard Light Inspection in the AGL Inspection Handbook?

Division 16 contains 78 published topics in 12 sections (A–L). It gives a standardized methodology for inspecting stop bars and runway guard lights (RGLs), covering fixture condition, alignment, illumination and flash characteristics, mounting, cable and connector condition, environmental exposure, visibility and the associated base and civil interfaces.

Q2What does the stop bar and RGL inspection cover?

It covers stop-bar lights and runway guard lights, their fixtures and mounting arrangements, bases and base cans, cable entries, connectors and electrical interfaces, flashing operation where applicable, visibility, environmental condition, and control and system interface checks including feedback and alarms.

Q3How does the inspection treat flashing and flash patterns?

Flashing is recorded as a separate parameter. For runway guard lights it is recorded as Normal, Abnormal or N/A, and flash pattern as Correct, Abnormal or N/A. For stop bars, flashing is recorded as N/A or Applicable. The RGL workflow includes checking flashing and, where applicable, the flash pattern.

Q4What parameters are recorded for stop bars and RGLs?

Both use a shared checklist covering location, fixture condition, alignment, orientation, illumination, colour, visibility, mounting and bolts, base or base can, frangible component, cable entry, cable, connector and sealing, moisture, corrosion, mechanical damage, environmental condition, control/feedback and alarm status.

Q5Why are control, feedback and alarms part of this inspection?

Stop bars and RGLs work as controlled systems, so Section K covers the control and system interface. The checklist records control/feedback as Correct, Mismatch or N/A and alarm status as Normal, Abnormal or N/A, and both workflows verify control/feedback and check alarms.

Q6How are defects classified in Division 16?

This division records defect status as Normal, Defective or Immediate Action, and observations are then recorded, corrected, reinspected and closed.

Q7Do airport procedures take precedence over this handbook?

Yes. This handbook is an uncontrolled educational reference, not an approved procedure. The airport's approved inspection schedule, SMS procedures, ATC instructions, NOTAM procedures and local aerodrome regulations always take precedence, and the current revision of any official document should be verified before use.

Q8Can I download a printable checklist for each inspection topic?

Yes. Each inspection topic has a Download as Word option that produces an uncontrolled Word checklist template (description, a tick-box inspection table and an inspector sign-off block) for personal reference and internal training, to be reviewed and adopted under the user’s own document control.

Q9What is on a runway lighting inspection checklist for stop bars and RGL?

It uses the standard parameters: location, fixture condition, alignment, orientation, illumination, colour, visibility, flashing and flash pattern (RGL), mounting and bolts, base or base can, frangible component, cable and connector condition, moisture, corrosion, mechanical damage, environmental condition, control/feedback, alarm and defect status.

Q10What is checked in a runway lighting day inspection?

A runway lighting day inspection covers location, fixture and housing condition, optical cleanliness, mounting and bolts, base, frangible components, cable entry, connector sealing, moisture, corrosion, mechanical damage and environmental condition. Colour, flashing and visibility are confirmed at night.

Q11What is checked in a runway lighting night inspection?

A runway lighting night inspection checks illumination, colour, visibility, brightness consistency, flashing and flash pattern for RGL, alignment as seen from the approach direction, and control/feedback and alarm response.
