AGL STANDARDS AND COMPLIANCE IN INDIA

AGL projects in India should be developed against the requirements applicable to the particular aerodrome and project.

Indian airport tender and technical documentation can reference a combination of ICAO, DGCA, AAI, BIS, IEC and, where specifically required, FAA frameworks.

01 · Framework

ICAO, DGCA, AAI, BIS & Project Specifications

AGL projects in India should be developed against the requirements applicable to the particular aerodrome and project. Indian airport tender and technical documentation can reference a combination of several frameworks at once.

ICAO standards and guidanceDGCA requirementsAAI / airport-specific specificationsBIS / Indian StandardsIEC standardsFAA specifications where specifically required
02 · A Working Example

How These Frameworks Combine in Practice

An AAI tender for airfield ground lights references ICAO Annex 14 Volume I, ICAO Airport Design Manual Parts 4 and 5, IEC TS 61827, FAA AC 150/5345-46F and FAA Engineering Brief 67D. It also refers to DGCA-CAR compliance and relevant BIS requirements for acceptance testing of indigenous products.

03 · Indian Regulatory Framework

DGCA Requirements & AAI / Airport Specifications

The Directorate General of Civil Aviation (DGCA) provides the Indian regulatory framework applicable to civil aviation and aerodrome operations. Airport operators and implementing agencies layer their own project-specific requirements on top of this.

DGCA & Civil Aviation Requirements

Depending on the project, applicable DGCA requirements and CARs may affect:

  • Aerodrome visual aids
  • Lighting facilities
  • Low-visibility operations
  • CAT II/III facilities
  • Inspection and serviceability
  • Operational availability, testing & maintenance

AAI / Airport-Specific Requirements

Airport operators and implementing agencies may issue their own:

  • Technical specifications
  • Approved equipment lists
  • Tender specifications, drawings, design criteria
  • Inspection & testing procedures, acceptance criteria
  • Approved makes / equivalent requirements
04 · Indian Standards (BIS)

Relevant BIS Documentation

StandardScope
IS 12290:1987Isolating transformers for airport lighting systems
IS 12291:1987Constant-current regulators for airport lighting systems
IS 11071Inset-type aerodrome lighting fittings
IS 12309 Parts 1 & 2Installation and maintenance of aerodrome lighting fittings

The applicable edition, scope and project requirement should always be verified before using a standard as a compliance basis.

05 · IEC Standards

IEC Standards in AGL Projects

IEC standards and technical specifications may also form part of an Indian airport lighting project. AAI tender documentation may, for example, reference IEC TS 61827 alongside ICAO, FAA and DGCA requirements.

IEC compliance should not automatically be assumed for every AGL component — the applicable IEC document should be identified from the project specification and equipment scope.

06 · FAA Specifications

FAA Specifications in Indian AGL Projects

FAA specifications are U.S. documents, but they routinely appear in Indian airport tenders — for example FAA AC 150/5345-46 or FAA Engineering Brief 67D. Their use depends entirely on the project documentation.

Equipment performance requirementsExisting equipment compatibilityProcurement specificationsLED performance requirementsProject-specific technical criteriaApproved manufacturer requirements

FAA reference in an Indian tender does not mean the project is governed exclusively by FAA requirements. The complete project specification must always be reviewed.

07 · ICAO vs FAA

ICAO and FAA Serve Different Purposes

ICAO

International aerodrome Standards and Recommended Practices covering:

  • Aerodrome design
  • Runway & taxiway visual aids
  • Approach lighting
  • Operational requirements & aerodrome facilities

FAA

U.S.-based equipment specifications and engineering guidance, often specified for:

  • Airfield lighting equipment & LED fixtures
  • Equipment & photometric performance
  • Electrical characteristics
  • Specific product requirements

Do not ask only “ICAO or FAA?” Instead ask: which documents are specified by the project, and what requirement does each document control? An Indian tender can legitimately contain references to both.

08 · Determining the Applicable Standards

A Five-Step Compliance Review

1. Identify the Aerodrome
2. Review Project Documents
3. Identify Applicable Standards
4. Map Standards to Equipment
5. Verify Testing Requirements
09 · Compliance Matrix

Building a Project-Specific Compliance Matrix

A compliance matrix is one of the most useful documents during tendering, engineering and equipment approval. It helps prevent the common mistake of assuming that compliance with one standard establishes complete project compliance.

Maintenance — IS 12309 Part 2

Covers visual and component inspection, series-circuit and CCR checks, fault diagnosis, photometric testing and beam alignment verification. Serviceability becomes particularly critical for CAT II/III and low-visibility operations.

12 · LED AGL Compliance

LED Retrofit Is a Whole-System Question

LED conversion is not simply a matter of replacing a conventional lamp with an LED fixture. An LED retrofit should be evaluated as a complete series-circuit system.

Is the existing CCR suitable for the proposed LED load?
Will the existing series circuit operate correctly with LED fixtures?
Are existing isolating transformers compatible?
Are the existing primary and secondary cables suitable?
Are the existing connectors compatible and serviceable?
Can the control/monitoring system communicate with the new equipment?
Does the proposed fixture meet required photometric performance?
Can the existing civil/mounting arrangement accommodate the fixture?
13 · CAT II / CAT III

CAT II / CAT III Compliance

CAT II and CAT III operations introduce additional requirements for precision approach and low-visibility operations, depending on the approved airport configuration.

The complete system must be considered: Lighting → Electrical Supply → CCR → Series Circuit → Control → Monitoring → Backup Power → Maintenance → Operational Availability. Indian AIP material provides airport-specific lighting configuration, power arrangement and serviceability information.

14 · Testing & Acceptance

Demonstrating Compliance Through Testing

Factory Testing

  • Electrical & functional tests
  • Performance & insulation tests
  • Environmental tests
  • Photometric tests

Site Testing

  • Cable continuity & insulation resistance
  • Transformer & connector verification
  • CCR & control/monitoring operation
  • Photometric verification & commissioning

16 · Common Mistakes

Common AGL Compliance Mistakes

Using ICAO as the Only Standard

The project may additionally specify DGCA, BIS, IEC, FAA and airport-specific requirements.

Assuming FAA Doesn’t Apply in India

FAA requirements can appear in Indian tenders where specifically referenced.

Treating All Airports the Same

Airport category, operational requirements and existing systems can differ significantly.

Checking Only the Product

A fixture may comply individually but still need CCR, transformer, cable and connector compatibility.

Ignoring Installation Requirements

Correct equipment doesn’t guarantee performance if installation or alignment is incorrect.

Ignoring Testing Requirements

A product certificate alone may not satisfy project acceptance requirements.

Using an Old Certificate

The tender may specify particular labs, test methods or certificate validity.
